v1.36.302

Fixed (tests): store-values-probe's two skill publish tests failed when a run crossed UTC midnight (T-0358; seen once in a Linux Docker node:20 run during the 1.36.299 release).

Changed: CI shard weights for npm leaves now come from the first sharded CI run (T-0360; run 38481240201, 1.36.301), the median of each leaf's ci-shard: ok time over the Windows fast and gate commands jobs; 1.36.301 had measured them on a PC under load.

Not changed: drift still reads a tracker dated the previous UTC day as stale from the first minute of the new UTC day, which blocks skill publish until --no-security-check or a task update (reported, a product decision). contract verify counts exports written inside comments and strings (found during this release, T-0361).
