Changed: public CI runs its long work in parallel shards (T-0359). 1.36.300's CI run (38332288454) took five hours: each Windows gate job (199-300 min) ran e2e.js after test:commands, and the Windows fast job took 46 min (79 min in 1.36.299's run 38193803239).

Fixed: a command waiting for a workspace migration failed when the migration took longer than the lock wait (T-0348). Such a migration is another command moving a legacy .harness workspace to .leerness.

Fixed: leerness readme sync counted only column-0 total++; lines for a README e2e badge, so a case whose counter sits inside a shard guard was not counted. Projects without guards count as before.
