Fixed: on Windows, leerness skill publish made a .zip instead of the .tgz when Git for Windows' GNU tar came first on PATH, as it does in Git Bash and in agent shells built on it (T-0352).

Fixed: on Windows, leerness path-setup --apply could take a different folder for the npm bin folder and not add it (T-0353).

Fixed: the recovery bundle that a memory write saves to the temp folder after a runtime-layout failure could be written inside the project (T-0349). The check that keeps it out compared the project and the temp folder as spelled.
