Saved API skills (.leerness/api-skills/) now match the current task. handoff, handoff --json, health --json and session close --json built the match text from the in-progress row's title and notes, which progress rows do not have, so the text was always blank and nothing matched: handoff always printed "N API skill(s) saved (none match the current task)". The four now share one helper that uses the row's request and next action, skipping a placeholder next action such as the default write the next action.

The matcher now ignores common words and bare URL parts (the, api, https, com, the existing keyword stopwords, …). They had matched every saved skill: once the match text was real, every saved skill would have been listed, and the audit already missed its "API task without a matching skill" warning whenever any saved skill contained a word such as "the". A Korean token is also tried without a trailing particle (결제를 → 결제). An explicit api-skill match query made only of such words still searches with them.

The audit's API-task check already read the right fields but also counted a placeholder next action, whose words (write, 다음, 작성) matched any saved skill containing them and hid its warning. It now uses the same helper (plus the row's evidence, as before).
