Load the skill catalog on first use and reuse the npm root -g result from a machine cache keyed by node, npm and npm configuration, so commands that never read skills start no npm process (Windows, 5-run interleaved medians: --version 329→137 ms, task list --json 527→338 ms).

Collect the runtime environment once per process and probe tool versions only for env summary. Default handoff reuses the 18-tool inventory per project until PATH, the executable names in a PATH directory, a probed executable, the project's version-manager files or related environment variables change, or 24 hours pass; --writeback and env detect always probe (handoff --json 3259→1370 ms; text handoff 10254→2483 ms with a warm cache, 7808 ms cold). Machine caches live in the per-user state directory (LEERNESS_CACHE_DIR overrides it), keep the 32 most recent entries and are never written under --dry-run.

Default text handoff no longer writes the tracked active-wakeups.json or next-action-queue.json, restoring the zero tracked-write contract. It still shows the missed wakeup and the suggestions; handoff --writeback records them.
