Add a bounded, read-only test-plan firestore-probe for the local Firestore emulator rule-coverage response shape. It distinguishes connection, HTTP, content-type and JSON-shape failures without returning response bodies or running tests.

Keep project identity, service readiness and test-pass claims false. A live isolated emulator returned the same shape for the configured and a different project ID, so this observation alone cannot authenticate the service.
