Remove the CLI-agent activation question and the setup-agents command. init, migrate and updates no longer create or reset external-agent enable flags; existing project values remain intact. The old --no-setup-agents flag is accepted as a no-op for existing scripts.

Codex, Claude Code and other programs still consume the generated harness instructions and adapters without this activation step. Existing explicit Leerness agent-dispatch settings remain available for projects that already use them.
