Add the first approved TEST-01 stage: a read-only plan for declared failed, related and final checks. Reject unmapped or ambiguous failures, surface missing final coverage and declared service blockers, and keep every selected check marked unrun. Wire the focused probe into the local test tiers. Actual test execution, readiness observation, result reuse and CI skipping remain separate work.
