v1.36.268

Retire the exact old Korean AGENTS.md bootstrap and mandatory 11-document reading block during a managed migration only when an identical original is present in the migration backup. Preserve modified or user-authored instructions. Keep scoped owner/worker/reviewer guidance, task state and active rules; no live project update or automatic history retention is enabled.
