Treat a completed retention journal as incomplete when its archive manifest, completion receipt or expected index is missing or changed, so archived IDs cannot silently appear unused. Refuse a task list assembled across a concurrent restore. Rehearse exact retention, task lookup and restoration on a bounded copy of a real project; no automatic retention or source-project change is enabled.
